　　我國從1996年開(kāi)始，在選拔公費留學(xué)人員上推行了一套標準和方法。在全國范圍內試行以“個(gè)人申請、專(zhuān)家評價(jià)、平等競爭、擇優(yōu)錄取”為原則的新的選擇辦法，對公費出國留學(xué)人員提出了許多新的條件，引起了社會(huì )的廣泛關(guān)注。國家規定，公派公國留學(xué)的申請人應具備如下條件：

　　1、政治條件

　　熱愛(ài)祖國，熱愛(ài)中國共產(chǎn)黨，熱愛(ài)社會(huì )主義，思想品德優(yōu)良，在實(shí)際工作和學(xué)習中表現突出，積極為社會(huì )主義現代化建設服務(wù)。

　　2、業(yè)務(wù)條件

　　(1)高級訪(fǎng)問(wèn)學(xué)者：主要是高等學(xué)校、科研院(所)及大中型骨干企業(yè)的重點(diǎn)學(xué)科、重點(diǎn)實(shí)驗室、重點(diǎn)科研項目的學(xué)術(shù)帶頭人或技術(shù)骨干及列入帶頭人梯隊的后備人員;或目前參與國家、部門(mén)、地方重點(diǎn)科技攻關(guān)、重點(diǎn)學(xué)科、重點(diǎn)實(shí)驗室建設和重點(diǎn)工程項目建設，并確有需要到國外進(jìn)行高層研究的人員。申請人須具有高級專(zhuān)業(yè)技術(shù)職稱(chēng)。其中具有正高級專(zhuān)業(yè)技術(shù)職稱(chēng)者年齡不超過(guò)55歲，具有副高級職稱(chēng)者年齡不超過(guò)45歲。申請者應具有相當的學(xué)術(shù)、科研、技術(shù)等成果，或在教學(xué)、科研、管理和生產(chǎn)建設中做出突出成績(jì)(如近期獲得省、部級以上科研、技術(shù)攻關(guān)成果獎，有突出的科研技術(shù)成果和高水平的專(zhuān)著(zhù)，或在國內外一級刊物上發(fā)表有較大影響的學(xué)術(shù)論文，或有重大的科技發(fā)明創(chuàng )造，或在生產(chǎn)、管理中有突出的工作業(yè)績(jì)等)者，將優(yōu)先予以選拔。

　　(2)訪(fǎng)問(wèn)學(xué)者1類(lèi)：申請者應為在本人所從事的學(xué)科領(lǐng)域內有較深入的研究，并取得一定成果的教學(xué)、科研、技術(shù)、管理人員，并且已經(jīng)獲得博士學(xué)位或具有高級專(zhuān)業(yè)技術(shù)職稱(chēng)。申請者年齡一般應在45歲以下。

　　(3)訪(fǎng)問(wèn)學(xué)者2類(lèi)：申請人應該為在實(shí)際工作中做出成績(jì)、確實(shí)有必要出國培養的教學(xué)、科研、技術(shù)、管理人員以及從事非通用語(yǔ)種學(xué)習、地區問(wèn)題或某些特定專(zhuān)業(yè)研究的人員。申請人應具有大學(xué)以上學(xué)歷，并且畢業(yè)后至少已經(jīng)工作兩年以上。年齡一般應在45歲以下。

　　3、外語(yǔ)條件

　　以上各類(lèi)公派出國留學(xué)申請人員都應能掌握相應國家的語(yǔ)言文字，能夠比較熟練地運用外文閱讀專(zhuān)業(yè)書(shū)刊，并具有一定的聽(tīng)、說(shuō)、讀、寫(xiě)能力，經(jīng)過(guò)短期培訓即能用外語(yǔ)進(jìn)行有關(guān)學(xué)科的學(xué)術(shù)交流。出國大學(xué)生和研究生的外語(yǔ)必須達到能聽(tīng)課的水平。進(jìn)修人員和訪(fǎng)問(wèn)學(xué)者必須參加國家教委組織的出國留學(xué)人員外語(yǔ)水平考試(EPT)并達到國家規定的分數線(xiàn)，或同一語(yǔ)種外語(yǔ)專(zhuān)業(yè)本科畢業(yè)，或曾在同一語(yǔ)言國家留學(xué)一年以上。

　　4、健康條件

　　各類(lèi)公派出國留學(xué)人員的健康狀況，必須符合出國留學(xué)的規定標準，必須經(jīng)過(guò)省、市一級醫院檢查并得到健康合格證明書(shū)(證書(shū)有效期為1年)。

　　凡符合上述規定的中國公民，均可提出申請。

　　國家公費出國留學(xué)人員必須履行按期回國服務(wù)的義務(wù)，并與國家留學(xué)基金管理委員會(huì )簽定《資助出國留學(xué)協(xié)議書(shū)》。該協(xié)議書(shū)由選派單位和公派出國留學(xué)人員雙方簽字，并經(jīng)公證機關(guān)公證后生效�！顿Y助出國留學(xué)協(xié)議書(shū)》的內容，包括國家和單位對公派出國留學(xué)人員規定的留學(xué)目標、內容、期限、回國服務(wù)的要求，向留學(xué)人員提供經(jīng)費的規定，以及派出單位和出國留學(xué)人員雙方的其它權利、義務(wù)和責任等。如留學(xué)人員不按協(xié)議規定履行回國服務(wù)的義務(wù)，則應償還出國留學(xué)期間的全部費用。
