同時(shí)，共享單車(chē)也存在亂停亂放的現象。一些單車(chē)使用者缺乏責任心，在城市車(chē)站、軌道交通站點(diǎn)等交通集散地，以及學(xué)校、醫院、商場(chǎng)等人員流動(dòng)性強、密集度高的場(chǎng)所周邊區域非停車(chē)區域停放單車(chē)，對公共資源進(jìn)行非法占用，反而新增了城市交通擁堵。 因此，共享單車(chē)的興起是有利有弊的，促進(jìn)共享單車(chē)的良性發(fā)展，不僅要依靠市民公共道德意識的提高，更離不開(kāi)相關(guān)部門(mén)的制度規范。對于亂停亂放、損壞共享單車(chē)的行為，要和使用者的個(gè)人信用掛鉤，鼓勵企業(yè)建立個(gè)人信用體系和獎懲制度勢在必行。
