【點(diǎn)評】這里原文中有“上下”二字，到底如何翻譯這個(gè)“上”字呢？“上”當然指的是管理層了。人們常說(shuō)的“管理人員”常被譯成“managerial staff”，但實(shí)際上，英語(yǔ)里更多見(jiàn)的是用management staff或干脆使用management更簡(jiǎn)潔明了，只是商務(wù)英語(yǔ)翻譯中可以效法的。比如：高層管理人員（senior/top management），中層管理人員（middle management），基層管理人員（junior management）。同樣，“國際競爭力”通常被譯為“with international competitiveness”�！捌髽I(yè)集團”是conglomerate——a corporation that has diversified its operations usually by acquiring enterprises in widely varied industries�！肮旧舷隆笨梢允莔anagement and staff，但最好說(shuō)the management together with the rank and file�！鞍l(fā)展成為”用foster（比如foster the local industry）一詞比較合適。
